Implement Integer.valueOf() intrinsic for boot image. 

And generate only one "boot image live objects" array rather
than one per boot*.art file.

Test: m test-art-host-gtest
Test: testrunner.py --host --optimizing
Test: Pixel 2 XL boots.
Test: testrunner.py --target --optimizing
