Reduce unnecessary read barriers in GC 

Removed read barrier from IsUnprocessed, DequeuePendingReference,
EnqueueReference, and a few other places.

Hard to tell if GC time goes down.

EAAC:
Before GC slow path count: 254857
After GC slow path count: 1005
