Introduce arch-specific checker tests. 

- The '.cfg' output is now created on target.
- Arch-specific checker tests can be created by inserting a
  suffix. For example:
      /// CHECK-START-ARM64: int Main.foo(int) register (after)
      /// CHECK-DAG:   <<Arg:i\d+>>     ParameterValue
