Refactor ArtField::GetType<>() as {Lookup,Resolve}Type(). 

And add no thread suspension assertion to LookupType()
as well as ArtMethod::LookupResolvedClassFromTypeIndex().

Test: m test-art-host-gtest
Test: testrunner.py --host --optimizing
