MIPS32R2: Enable table-based switch in presence of irreducible loops 

Test: test-art-host-gtest
Test: booted MIPS32R2 in QEMU
Test: testrunner.py --target --optimizing --32
Test: repeat all of the above with suppressed generation
      of HMipsPackedSwitch
