Revert "Revert "Add ability to have device-name based options""

This reverts commit 63ada4e1.

We didn't read the right entries from the dict of device options.

Reason for revert: fixed issue with missing dict read

Test: Add "'host' : { 'run-test-args' : [ '--help' ] }" and ./test.py --host
