ART: Fix RegTypeCache::FromUnresolvedMerge(). 

Do not assume that the BitVector memory is zero-initialized.

Also fix reg_type_test memory leaks reported by valgrind by
constructing ArenaStack and ScopedArenaAllocator in each
individual test.
