Avoid duplicated code for FILLED_NEW_ARRAY. 

Creates DoFilledNewArray to handle FILLED_NEW_ARRAY and FILLED_NEW_ARRAY_RANGE
instructions. This function is always inlined so we keep the same level of
performance.
