Use MarkIfNotInToSpace for SemiSpace::MarkObject 

SemiSpace::MarkObject is called from ModUnionScanImageRootVisitor
which. These roots may be visited multiple times by the GC. One
example is the allocation stack traces and a class visiting the same
ArtMethod twice.
