ART: Add host apex provider and move all testing 

Add HostApexProvider to access zipapexes. Update some common
code.

Wire up host apex testing. Remove all testing from runtests.sh.

Test: art/build/apex/runtests.sh
Test: art/build/apex/runtests.sh -l -t
