Ensure SIOCKILLADDR is no longer supported.

Resurrect and repurpose tcp_nuke_addr_test.py to ensure that
SIOCKILLADDR does not work. SIOCKILLADDR was replaced by
SOCK_DESTROY in N and will be deleted.

Test: test passes on android-4.4 and android-3.18.
Test: When removing the skipUnless statement, test fails on android-3.18
