Merge changes from topic "cuttlefish-dynamic-partitions" into qt-dev 

* changes:
  Support dynamic partitions feature by default
  Handle case where gsi_fstab is empty string
  Reorder vendor/metadata partitions
  Utilize crosvm's new --initrd feature
