Reconcile the ril revert with current VSoC 

The reverted ril code used the old-style netlink interface and the old
CVD addresses. This change hard-codes the current configuration for
cvd-01.

This will need to change ASAP, but makes master bootable and provides
a roadmap for configuring the interface via the VSoC memory window.
