Restore the mac80211_hwsim.radios=0 kernel arg.

This flag was left out when the command line was moved from
BoardConfig.mk to the launcher. It looks like when the flag is missing,
the default is for mac80211_hwsim to create a wlan0, and cuttlefish's
fake wlan0 becomes wlan1.
