apkzlib depends only on public API of apksig 

This adjusts apkzlib's BUILD file to solidify that apkzlib depends
only on the public API of apksig library.

Test: bazel test //tools/base/apkzlib/...
Test: bazel test $(<tools/base/bazel/targets)
