Add lookupTimeZoneIdsByCountry 

Add lookupTimeZoneIdsByCountry for use by settings
code. The settings code doesn't need full TimeZone
objects.

Test: run cts -m CtsLibcoreTestCases -t libcore.util.TimeZoneFinderTest
