Add CTS test for b/65645120 

Add a CTS test that ensures extra bridge methods have not been inserted
into core-libart.

Test: cts-tradefed run cts -m CtsLibcoreTestCases -t 'libcore.build.DuplicateBridgeMethodsTest'
Test: test fails when javac does not have -XDskipDuplicateBridges=true
