Libcore: Add preload holder to TimeZone 

Put CUSTOM_ZONE_ID_PATTERN into a preload holder so that TimeZone
can be compile-time initialized.

Allows to compile-time initialize:
* java.util.SimpleTimeZone
* java.util.TimeZone
* libcore.util.ZoneInfo
