sun.security.x509.AlgorithmId: port rev/3e3017eba8ac

rev/3e3017eba8ac introduces support for SHA-224 and related
algorithms. The class AlgorithmId is used by the certpath
provider as to check that the certificates complain with
the algorithm constraints.

Test: run cts -m CtsLibcoreTestCases
