Sliently drop char 'b' or 'B' in j.t.SimpleDateFormat

- Avoid IllegalArgumentException when locale data uses pattern with 'b'/'B'
  Sliently drop the char in pattern.
- Parsing fails if SimpleDateFormat contains 'b' / 'B' symbols
