Test changes for the HttpURLConnection fallback strategy 

The fallback strategy has changed to perform a multi-level
fallback, rather than trying
"default enabled protocols" and "SSLv3, if enabled".
Fallback now includes attempts leading with TLSv1.2, TLSv1.1,
TLSv1 and SSLv3 if they are enabled.
