Fix AnnotationsTest#testRetentionPolicy in aosp. 

Class#getAnnotation behaves differently for pre N
and N target sdk versions. Updated testRetentionPolicy
to test appropriate one.

Test: libcore.java.lang.reflect.AnnotationsTest on cts and vogar
