Add persistent GradientTape support 

Added two simple tests for persistent tapes and did a manual test
that calling "del" on gradient tape releases all tensors.

Also:
 - Add missing Py_DECREF to error case in MakeTensorIDList
 - Make a couple error messages more descriptive
