Use PRODUCT_OUT/HOST_OUT instead of OUT/ANDROID_HOST_OUT

OUT/ANDROID_HOST_OUT is only defined if some functions in envsetup.sh
are called, which isn't true on the build servers. And I'm looking at
removing these from the environment during local builds to stay
consistent.
