Add jdwp tests for VMDebug debugger functions 

The dalvik.system.VMDebug class allows a running program to probe the
state of a debugging session on it. This adds a test for the functions
exposed there.

Test: ./art/tools/run-jdwp-tests.sh --mode=host
Test: ./art/tools/run-libjdwp-tests.sh --mode=host
