vndk-def: Add eligible list to datasets 

This commit adds eligible list to datasets so that the eligible VNDK
list can distribute with VNDK definition tool.

Test: ./vndk_definition_tool.py vndk \
--tag-file datasets/eligible-list-o-release.csv ...
