vndk-def: Generalize FWK-ONLY-RS / VNDK-SP

This commit removes compute_predefined_vndk_sp(),
compute_predefined_vndk_sp_indirect(), and
compute_predefined_fwk_only_rs().  After this commit, definition tool
will load the list from the tag file.  If the tag file is not specified,
then it will load the minimum_tag_file.csv.

Test: Run `vndk_definition_tool.py vndk` on sailfish with minor
differences.
