vndk-def: Update eligible-list-master.csv

This commit updates the eligible list:

* Add VNDK shared libraries:
  - android.hardware.gnss@1.1.so
  - android.hardware.keymaster@4.0.so
  - android.hardware.power@1.2.so
  - android.hidl.memory.block@1.0.so
* Add VNDK-SP shared libraries:
  - android.hidl.memory.token@1.0.so
* Changed from VNDK-SP to VNDK:
  - android.hardware.graphics.allocator@2.0.so

Bug: 70199299
Test: Run vndk_definition_tool.py on latest build and newly added
libraries no longer being treated as an error.
