add test_suites build scripts for Q 

These build targets reuse the cuttlestone overlay configurations, as
both adapt the Keystone platform sources to AOSP-originated build
targets.

Test: 'python development/keystone/overlay_test.py'
Test: 'python development/keystone/container_test.py'
Test: 'python development/keystone/build_busytown_test.py'
