vndk-def: Add automotive HIDL interfaces to VNDK

This commit adds android.hardware.automotive.evs@1.0.so,
android.hardware.automotive.vehicle@2.0.so, and
android.hardware.automotive.vehicle@2.1.so to eligible VNDK list.
