vndk-def: Do not check DT_NEEDED order by default

Since aosp/3846320 breaks the implicit dependencies from libdl to libc,
we don't have to check the ordering of libc and libdl.  This commit
turns off the error messages by default.

Test: Errors on the ordering disappears
