vndk-def: Update eligible-list-o-mr1-release.csv

This commit removes stale libraries from the list, add missing VNDK
libraries, and relabel several libraries from VNDK to FWK-ONLY.

Bug: 64503245
Test: Run `vndk_definition_tool.py vndk` on a device and compare it
with the old result.
