vndk-def: Update eligible-list-28.csv

This commit changes:

* Add libneuralnetworks.so as LL-NDK
* Add libtextclassifier_hash.so as LL-NDK-Private
* Rename libhwbinder_nolto to libhwbinder_noltopgo
