sourcedr: Extract code from check_vndk_dep 

This commit extract some code from check_vndk_dep.py and add a tool to
list all vndk modules and their properties.

Test: ./check_vndk_dep.py ${ANDROID_BUILD_TOP}/Android.bp
Test: ./list_vndk_module.py ${ANDROID_BUILD_TOP}/Android.bp
