Add tty defaults to bionic

Add ttydefaults.h bionic. Some userspace programs (e.g. perf) need the
definitions from this file. This header file is copied from NetBSD
(http://netbsd.org/

) under the NetBSD Foundation's (TNF) license (“2 clause”
Berkeley-style license).
