Revert "Remove workaround in <sys/epoll.h>." 

This reverts commit f54fa4e5.

Starting Android P, workaround in sys/epoll.h (bionic/libc/include/)
is removed and build errors are seen due to this.
Reverting the commit until kernel headers are updated.
