Revert "Revert "Move most art test off DX"" 

This reverts commit 0e3a6add.

Reason for revert: The failing test (036-finalizer) is fixed by
https://android-review.googlesource.com/637929 .

Test: run-test --gcstress 036-finalizer && run-test 651-checker-simd-minmax
