Revert^2 "Only extract zipapex once for linux-bionic-zipapex tests" 

Fixed issue that caused main-thread exception. Changed to using the
python3.4 compatible subprocess API.

This reverts commit c26d9e3b.

Reason for revert: Fixed issue causing tests to not run.

Test: ./test/testrunner/run_build_test_target.py art-linux-bionic-x64-zipapex
