[sample] change apns-full-conf.xml

Following changes are modified in this version.

 - change apn value for Iusacell operator. (issue 6157735)
 - change apn value for Mobility operator. (issue 6019812)
 - change apn value for WIND operator. (issue 6020007)
 - change apn value for OI operator. (issue 6173021)
 - change carrier name for Vodafone operator. (issue 6211798)

Because "change I0aeb293c" is not merged in lastest version,
following changes are also added in this patch set for cherry pick.
