[DO NOT MERGE ANYWHERE] TvSetupCustomization apps

This CL is for TV GMS and TV reference designs only.

Added 2 customization and validation apps. Partners can use these to
validate the TV Setup partner customization interface.

It also removes the existing SetupCustomizer, which is out-of-date.
