Move and update hwui and skia profiles

Since toolchain/pgo-profiles has been created in internal master, put
hwui and skia profiles here so that pgo can run correctly. Meanwhile,
update the profiles to ensure the performance gaining.

Test: Hwui gets ~7% performance improvement on hwuimacro/hwuimicro
benchmarks compared to non-pgo.
