Restart PGO for dex2oat

The profiles are from build 5389364.

Performance results for Q are in go/android-pgo-in-q.  The data is
slightly worse but in line with what we saw last year. (3.75% user time
improvement in crosshatch in Q vs. 4.32% in taimen in P)
