Hostapd: Add IHostapdVendor@1.2 HAL interface. 

This adds new minor version 1.2 for IHostapdVendor. This adds
following support:
 - SAE_TRANSITION vendor key management.
 - VendorIfaceParams with 1.2@IHostapd IfaceParams and HwModeParams
 - VendorNetworkParams with 1.2@IHostapd NetworkParams
