drivers: rmnet: shs: Unrevert Deadlock fix 



Deadlock fix was reverted by mistake as part of merging.
Deadlock fix was I760a51f7ff998ab610858f38cf76e577d026ff41
Deadlock issue was reintroduced as part of
I6b9c9b18c30575d2b59dd76814f4b7b2a2953bc0

This change will removed the potential rmnet_ht_lock and rmnet_ep_lock
deadlock like CR: 2595421 did.
