Sets device status to error on timeout. 

removed devices' updating scheduling_status feature from HC, since scheduling_status is determined by device.status and scheduled job status.
Introduced a process pool on which to execute the leased jobs.

Test: $ run --vti=<url-to-schedule.appspot>, run --lease=True
