Make the report from CTS visible on the dashboard. 

made the upload command to fill up the protobuf using
"build_fingerprint" attribute from the result.xml file,
not "build_system_fingerprint" or "build_vendor_fingerprint".

Test: > upload ... --report_path=<> ...
