Upload a report to GCS in case of bootup-err.

each fingerprint data in the report pb2 filled which device/gsi img
fetch info. (i.e. vendor finger print: "<branch>/<target>/<build number>")
Added additional data to fill up the vacant fields in protobuf.

Test: > 'upload --result_path=<>' without running any test plan.
