Adapt to new inlines in bionic.

https://android-review.googlesource.com/c/platform/external/libcxx/+/610948.
Unfortunately need to update the platform's "prebuilt" before we can
submit that because the bionic change breaks the tree if we don't
have this.

Will submit this workaround for now and things will be cleaned up next
time we take new NDK prebuilts.
