Use aapt2 for aar files 

So that they can be used with LOCAL_(STATIC|SHARED)_ANDROID_LIBRARIES.
Since there aren't any resources, this shouldn't do too much, but it
will extract the proguard.txt rules.

Test: mmma prebuilts/maven_repo/android
