Turn off GOCACHE when building go

This removes the pkg/obj/... files, which aren't present in the official
packages on golang.org, and are ~68MB for linux.

Test: prebuilts/build-tools/build-prebuilts.sh
Test: m blueprint_tools with resulting binaries
